Self-certification Scheme for Odisha Industries Soon

 In another step towards ‘Ease of Doing Business’ in Odisha, the State Government on Wednesday decided to introduce a self-certifying scheme for non-hazardous industries.

This will enable such industries to set up their units without going through the mandatory inspection process at initial levels. The decision was taken at a high level meeting presided over by Chief Secretary AP Padhi.

While reviewing the process of ‘Ease of Doing Business’ in the State, Padhi asked the Labour and ESI Department to expedite the process for notifying the self-certification scheme.

The department was also asked to further simplify the process of compliances to Labour and Factories Act as a step for facilitating setting up of more industrial units.

Meanwhile, the Department has introduced a number of reform measures in this direction.

“At least 12 services under Boiler and Factories Act have been notified under Odisha Right to Public Services Act, 2012 of which delivery of nine important services have been put on line through e-biz portal,” Director of Boiler and Factories PC Das said.

He said more powers have been delegated to field officers so that they can resolve the issues as and when they arise. The rules have been amended to facilitate 5/10 years term licence renewal.

The provisions of third party inspection have been allowed under the Boiler Act, 1923. Voluntary compliance scheme under different labour laws has been introduced. The process and procedures for various inspections have been streamlined and simplified through the system of Central Inspection Coordination Group (CICG), Das said. Under this system, inspectors of various departments will have a common programme of inspection so that different aspects will be inspected on the same day and the frequency of inspections can be reduced.

The department has already achieved 96 of 97 tasks points specified for Ease of Doing Business, he said.

Earlier, the State Government had notified around 60 industrial units under green category, thereby exempting them from the burden of complying with pollution norms.

Meanwhile, the Government has made e-Biz portal operational which aims at minimising physical interfaces and providing approvals online to investors
