The Odisha Government has taken initiative to develop the State into “Manufacturing Hub of East” so accordingly Policy Frameworks are in place, which will help out the investors.
Speaking at the Defexpo 2016, Principal Secretary Industries Sanjeev Chopra said the Policies including IPR2015 and SEZ Policy 2015 will facilitate setting up industries in the State. State of Odisha is participating in the ongoing DefExpo 2016 at Goa as the Partner State, which was inaugurated by Union Minister Defence Manohar Parrikar. Mr.Chopra made a presentation in the Defence Offset Seminar on March 29, which covered the policy enablers: IPR 2015 and SEZ Policy 2015 and the industrial infrastructure available in the State.
The Policy on setting up industrial parks in the private sector was also detailed out. Earlier in the day, Odisha also participated in the INDIA-UK round table organised by CII and the Association of Defence Industries of UK.
The range of investment opportunities in Odisha were highlighted in both the events. It is relevant to mention that Odisha has 17% share of live investments in the country as per the recent report published by ASSOCHAM.
Defexpo India 2016, is the ninth in the series of biennial Land, Naval and Internal Homeland Security Systems Exhibition, being held at Goa, from 28-31 March 2016. It has been organised by Defence Exhibition Organisation, Ministry of Defence, Govt. of India. At the inaugural session, the Defence Minister Mr.Parrikar unveiled the Defence Procurement Policy (DPP) 2016.
The revised DPP envisages providing a boost to the “Make in India” initiative, enhance role of private sector. It also has a new category called Indigenous Design Development and Manufacturing (IDDM) under which equipments with minimum 40% indigenously designed and manufactured components will be given topmost priority. This is expected to benefit states like Odisha which have conducive ecosystem for manufacturing in Defence sector.
The seminar was also addressed by Yashodhara Raje Scindia, Minister, Govternment of Madhya Pradesh, Department of Commerce, Industry and Employment, Baba Kalyani, Chairman CII National Committee, Bharat Harbanslal Khera, Joint Secretary Defence Offset Management Wing, Department of Defence Production and Ashok Kumar Gupta, Secretary (Defence Production), Ministry of Defence.
At the sidelines of the seminar, Odisha received investment enquiries from Rolls Royce, Lockheed Martin, Bharat Forge, Chivaro Technologies, Samtel and Ashok Leyland. Impressed by the presentation of Mr.Chopra, it came to for that Top Investors like Baba Kalyani, CMD Bharat Forge and Phil Shaw, CEO Lockheed Martin are expected to visit Odisha soon to carry the discussion forward.
