Biotechnology Policy 2016

Objective

The Odisha Biotechnogy Policy 2016 aims at prioritising the thrust areas for basic as wel as applied research and technology development with industry-academia-social interface. The Policy provides fiscal & non fiscal incentives, marketing assistance for development of the sector.

Ease of Doing Business
  • Single window clearance system with a clear timelines for project approvals and guidance
  • Online system for submission of application forms for various clearances and tracking of the application
  • Self Certification and Compliance Incentives
Research & Development, Human Resources & Skill Development

The Government of Odisha shall encourage Universities/Institutions/Agencies to establish Biotechnology Enterprises and Skill Development Schools and conduct specialised short-term courses I business management, entrepreneurship development, bio-safety, bio-ethics and intellectual property rights. to enhance the competitiveness. The Government will set up incubators either it's own or in partnership with private sector.

The Government of Odisha will extend financial support to universities, industries and research institutes for protection of intellectual Property Rights through filing of patents.

Industrial Infrastructure Development Fund

Government of Odisha has set up an Industrial Infrastructure Development Fund with an initial corpus of Rs.100 crore to be utilized for development of quality infrastructure.

Fiscal and Non-Fiscal incentives

The Entrepreneur can choose to avail a particular incentive under either this policy, IPR or any other sectoral policy.

Land
  • Priority allocation/change of use for the projects
  • Permissible FAR at par with IT/ITES sector
Research & Development
  • One time grant up to Rs. 2 crore for setting up or upgrading Biotechnology Centre of Excellences, Biotech Enterprise and Skill Development Schools, and Incubators
  • Collaborative research grant up to Rs. 30 lakh per annum per project
Promotional Assistance
  • Special funding support maximum up to Rs.50.00 lakhs per annum to University/Institutes/Agencies/Industries
Marketing Assistance
  • Dedicated cell within Directorate of EPM to provide Export Marketing services
Self-certification and Compliance
  • Exempted from regular inspections based on Voluntary Compliance Scheme for Industries by Labour & ESI Department
